Can't Register My System on SmartSource.dell.com

I am trying to re-install factory software which I purchased, "Adobe X Standard" for which I a license card and registration code.  When I log into My Account and am re-directed to smartsource.dell.com (https://smartsource.dell.com/web/UserForms/RegisterSystem.aspx) the page says to click "Register New System" , but there is no link or button present.  I have tried this using Internet Explorer 10 and Google Chrome.

    Follow the steps below to register your system with My Dell Downloads:

    1. Visit http://dell.to/15vO6UA
    2. Click My Account in the upper right corner and sign in with your Dell My Account in the popup box provided.
    3. Under the My Software section on the right side of the page, click “Download Factory Installed Software (My Dell Downloads)”.
    4. Click the checkbox that agrees to the Terms and Conditions of the My Dell Downloads website and click Register System at the bottom of the page.

    This link for My dell downloads would only work on Internet explorer browser not on any other browser. If you are using Internet explorer browser already, try resetting the internet explorer.

    If the issue persists, please follow below mentioned steps to reset IE:

    • Close all Internet Explorer and Windows Explorer windows that are currently open.
    • Open Internet Explorer by clicking the Start button. In the search box, type Internet Explorer, and then, in the list of results, click Internet Explorer.
    • Click the Tools button, and then click Internet options.
    • Click the Advanced tab, and then click Reset. Select the Delete personal settings check box if you would also like to remove browsing history, search providers, Accelerators, home pages, Tracking 
    • Protection, and ActiveX Filtering data.
    • In the Reset Internet Explorer Settings dialog box, click Reset.
    • When Internet Explorer finishes applying default settings, click Close, and then click OK.
    • Close Internet Explorer.


    Your changes will take effect the next time you open Internet Explorer.

    Also, ensure correct country is selected on the main page for My Dell Downloads.
