This supports dynamic switchable graphic function. Under the dynamic mode, the user does not directly control which graphics device is active. The graphics device is determined by application profile settings and the default rule.
Displays are always exposed to the Operating System through integrated graphics. This is the reason it will always show as Intel Graphics is in use. It is designed that way. All graphic intensive processes are done by the AMD Radeon HD 8730 graphics card and passed on to the application through the Intel HD Graphics.
In case Catalyst Control Center is not working. I recommend you to uninstall the AMD driver from the Device Manager. To go to Device Manager, open the charms bar by moving the mouse to right top corner of the screen and in the search box, type ‘Device Manager’, and then, in the list of results, click ‘Device Manager’. Click on Display Adapter and right click on the AMD Radeon driver and uninstall. Check the options to delete software.
Once this is done go to Programs and Features in Control Panel and delete AMD software using Catalyst Install manager (also called AMD catalyst Install manager). Follow the onscreen instruction to uninstall the driver. Restart the system and update the AMD driver. Click on the link below, enter the system service tag, click Submit and select the Operating system from the drop down list to get the driver for your computer.
Restart the system and check if Catalyst Control Center works. Revert for further queries.

Got the same spec laptop and have some questions regarding graphics card usage ---
--- Is there any way of figuring out say a log file etc when we use a graphics intensive application that the AMD driver is being used? As the switchable graphics option does not allow user to select.
--- If I uninstall the Intel HD graphics driver will the AMD Radeon 8730 work all the time for graphics? I am asking as I have an Inspiron laptop which only has nvidia and it rocks!!
There are apps such as GPU-z that will show the active GPU.
The Intel GPU is hardwired to the display panel - it is the only one that is permanently active. The AMD GPU is by design a co-processor - all video data passes through the Intel GPU on its way to the display panel, so you cannot disable the Intel GPU, nor make the AMD GPU the primary one.
The only systems left with true, discrete video are those at the very high end of the market -- high-end mobile workstations and dedicated gaming systems. Everything else has hybrid video.
