When I bought my DELL 3521 some weeks ago, which came with OS Ubuntu, I remember the screen brightness was adjustable by using Fn keys ( F4 / F5).
Since I installed Win7 some days back the screen brightness remain very dull ( may be the lowest setting), which I do not mind for my day to day work. But for my photo and graphic work this intensity is far from satisfactory.
I have checked the internet on this and saw many of you also share the same experience. I followed almost all the advices given in there and since there was no improvement, I downloaded all the drivers from the DELL official website for Win7 and installed them. Actually then one thing happened, that is now I could see the on-screen brightness and loudness control icons or symbols. Incindentally the sound (speaker) control works fine (Fn/F10/F11/F12), while the screen brightness indication appears without any response to the keys ( actually it indicates the maximum brightness in the scale and when I try to reduce the scale it reduces by scale/point and stays and would not move any further). However, this has no change in the brightness of the screen, which as I already told, is low.
I have not yet decided to contact the dealer on this matter which could be a small issue perhaps, which I am uanble to come to terms with yet.
I do not know how to solve this problem. Is this a technical issue or a manufacturing fault? Could anyone help me please. Must be very grateful.

Please go to BIOS screen by tapping F2 continuously on boot up and ensure that the FN Key behavior is set to Multimedia. (Refer to the picture below)

Thanks a lot for your prompt response. Yes, I have already done the change of multimedia key with function key yesterday. Also I have downloaded all 19 suggested drivers ( updates by DELL official site). However, I would check the link you have given and come back with the result. Thanks once again.
One more clarification. Actually the function keys related to this are OK ( F4 & F5). I can see the symbol for brightness control. But the problem is that
the progress blips are at the max and when I use F4 to decrease it only one blip goes off. Also the full brightness scale shown in the symbol does not
mean I get the full brightness always. It is the opposite. I get the dimmest screen always.
Go to control panel and open power options and see if you can increase the brightness through the operating system.

I have seen this power option plans and have tried all. THE FUNNIEST THING IS IN MY POWER OPTION MENUES
I DO NOT ( REPEAT I DO NOT ) GET THE BRIGHTNESS CONTROL PANEL OR PROVISION ( which you have circled in red
in your reply). I too wonder how this is possible. In all my search I see this sliding brightness changer at the bottom of
the power option window, except in my window. If I have got that I could do the manual adjustments. Can this be some
problem with the DELL new versions?. What is your DELL?

I think you can't adjust brightness control via Keyboard Or through power option.There is no brightness setting in Power option as indicated by Harish in the picture.If that is the case,it is a simple driver problem.Happened to me too..Also your description is not exactly clear.Try the steps below..
1.Go to Device manager [In the Control panel/Devices & Printers]
2.Double-click the display adapters [it shows your Intel HD Graphics..Also a dedicated GPU like Nvidia if your system have a Graphic Card]
3.Double click "Intel HD Graphics" [Properties Window will open]
4.Select the Driver Tab & Click on Update Driver
5.Following Window shows 2 options-Search automatically for Driver updates & browse the computer.Click on Search Automatically option.You must be connected to Internet while doing this.
6.If the result of search shows a driver update,wait for it finish & restart.If it shows the current driver is uptodate,then reinstall the driver to solve the issue

This worked for me:
Remove LogMeIn and its mirror driver in devices. Also remove the DPMS monitor. Don't worry, windows will install a default monitor.
I have the same problem (exactly same) that Gehan had and i tried every possible solution to debug it. The solution that you suggested tells that i should have access to Update Driver option under Driver Tab. But i can't control this option in my laptop. Is there any other solution to this problem?

Pratheeshps's solution worked for me as well. Even though graphics drivers seemed like up-to-date for the computer , it gave new shine to the screen and released the stuck problem with the brightness Fn buttons.

I have resolved my problem. This is nothing but only due to wrong graphics driver installed in your computer. I spent like 2 hr in my cellphone with customer executive of DELL to get solution of this problem. He gave me the right graphics driver for my computer and then this problem is resolved.
My laptop is DELL INSPIRON 3125 Windows 7, Home Basic. I downloaded the graphic driver from DELL website of drivers. But that didn't work. The Customer Executive, DELL gave me this driver "Video_Driver_DY8P8_WN_8.982.6.0_A02". It is worth 500MB. Now i am happy, bcoz my laptop is working properly.
