Laptop keeps turning off before it even gets to the users log on screen!

Laptop turned off on me out of nowhere. I turn it back on and it displays the Black & white screen reading my options to turn windows on, "SAFE MODE, SAFE MODE AND NETWORK, SAFE etc. Soon after regardless of the option I choose, The blue screen with the Windows logo appears than in blanks out grey for about 10 sec. and in a quick flash a message on a blue screen appears for about 1/10 of sec. Pissed-off and determined, I pulled out my camera, recorded the whole event, edited and cleaned up the frame that had the message. It roughly read:

STOP: c0000218 {Registry File Failure}

The registry cannot load the hive (File):

\\SystemRoot\\System32\Config\SOFTWARE

or it log or alternate.

It is corrupt, absent, or not writable.

Contact your  local....... etc. "Well you get the picture. Man! It sounds bad. What may I do?

    To assist you further, please include the system model and operating system installed in it.

    Also, I suggest you to run hardware diagnostics on the hard drive. Please follow the below mentioned steps:

    1. Restart the computer.
    2. Keep tapping the F12 key on the Dell Logo Screen.
    3.  From the One time boot menu select Diagnostics and Press Enter.
    4.  It runs a test on all the hardware components.
    5. If it test fails please capture the error code and let me know the error code, I would tell you the next course of action.

    Please post the results.
