I am having same problem on a brand new Dell XPS8500 with AMD Radeon HD 7570 OEM version from Dell
I can not, for the life of me, anything but the driver on Dell's website to install:

I am getting many of the 16388 Events from Source ATIeRecord - more than 1 a minute video works ok, just filling my log up

I can't get that - or the latest driver from AMD website (13.1 dated 1/17/13) to install. The installer runs, it just does not detect the HD7570 and does not update any drivers. If i go into device manager it always tells me I have the latest when I try to force update it that way.
I have followed the procedure using Driver Fusion listed above - no luck. The only driver I can install without issue is the Dell Driver listed above (8.981) somehow i need to get to a newer driver w/o the 16388 errors repeating in my event log.
This is the only thread relating to this specific to Dell XPS 8500 I can find.
Any advice on getting a newer AMD driver installed, or will Dell be releasing a newer AMD build?
I am using Windows 8, 64bit have only had the PC a week.
I split the thread since your problem is different. The first thing I suggest is to turn off driver enforcement.

Ive been unable to update my AMD Radeon HD 7570 drivers ever since I bought the system 5 months ago now!!
The only driver you are able to run without black screen and ATI erecord 16388 errors is the one Windows 8 loads...the Microsoft version dated 29/6/2012.
Dell sent an engineer with new card...still didn't sort the problem!.
Now...they are talking about either another engineer coming with a new motherboard, hard drive and card or switching to an Nvidia card. I know someone else with the exact same system as me and he has the same problem too!!
Registry Damage and or Password bypassed. You may need to REFORMAT Completely as a password for administrator was hacked and
now the encryption keys for drivers are not allowed to install. I have seen this on systems that were repaired with ATI drivers installed and a new
USER was created with a windows.old directory on the drive.
Start by updating every single driver for the motherboard, and video card.
Download ccleaner, and run the registry tool. You may need to run it several times to resolve all the issues.
Verify that the system files are good. It will likely ask for the OS disc.

you've updated all drivers?
you've run malware scans?
you've repaired the registry?
Have you installed June 2010 Directx patch?

ware..Direct X also ok. Nothing sorts the problem out.
I opened a case with Dell, had it escalated to the right group - and after a few tries, they sent me a new driver this week that works. The engineer said the new driver should be posted pending some testing. The driver they sent me in the description says its for an HD 8870, but it does install version 9.012 driver on my HD 7570 (apparently Dell OEM) and no even log errors. I suggest re-contacting dell support and ask for the driver, or wait a few weeks for them to post it.

Hi Greg, I had this exact same problem and spent a huge amount of time back in early March trying to resolve this with Dell. My motivation for fixing the issue was that I kept getting a "display driver stopped working and recovered" message when using Word 2013. I won't go into the details, but suffice it to say they didn't fix the issue at all (despite even sending out someone to replace the video card), and I still get the error. The driver I currently have is dated 6/19/2012. I wonder if you (or anyone) can verify if Dell has updated the driver yet or how I can get one. I went through the whole "driver update analysis" thing but it's not clear to me if the HD 7500 series driver is a later version than the one I have. Thanks in advance. Luke
Install the latest DOTNET Profile 4.X then do the windows updates.
Then install Directx June 2010
Then The Catalyst 13.4 release which bears Microsoft's WHQL seal of approval.
There is an additional problem with Secure Boot and Windows 8.
If the VIDEO BIOS on the card does not have a Microsoft Certificate it will not install.
I also had the same problem. After much frustration with other non-fixes, I downloaded and installed the AMD WHQL Driver version 12.101.0.0000,A00 from dell's site at www.dell.com/.../xps-8500
No errors since the update.
Thanks SpeedStep. But does this address the issue of how my system keeps on re-installing the original driver? Just like Greg, every time I've tried to update the driver in the past (including with help of several Dell technicians) my system wouldn't recognize the latest driver. In fact, several times I had to a complete recovery just to get the original driver to work! Thanks.
You have to UNINSTALL Any Driver and get back to Plain Jane VGA.
If you have one of these then the Dell Driver should be used.
Then follow the steps. DOTNET 4.0 SHOULD BE FIRST as the driver will fail without it.
The AMD Catalyst Control Center / AMD Vision Engine Control Center requires that Version 4.0 of the Microsoft® .NET Framework be installed BEFORE attempting to install.

YOU MUST REBOOT after each piece installs.

speedstep, the 8500 ships with 4.0 installed. I tried the method of completely wiping the drivers out and then installing the package from ATI - the ATI driver can't find the OEM card, and no video drivers are installed. The only ones that work at all are the dell drivers - and not the one that claims to be for the 7570.
No version of windows Ships with DOTNET 4.0 unless Dell installed.
If you try to install the software I listed and its already installed it will not allow you to downgrade the DOTNET.
The Bios issue has to do with SECURE BOOT there are no workarounds for this.
You did not say you installed the Directx June 2010.
I Do not see where you have installed the drivers I listed.
Hi Yp, I have the very same issue. I think the updated driver has to come from Dell. But I am curious: it doesn't appear that the driver you mention is for the HD Radeon 7500 series, so how/why does it work?
