See Windows Reinstallation Guide/A Clean install of Windows Vista (page 143):
In your system it is recommended to securely wipe the hard drive using DBAN (optional Step 7a) to ensure that the infection is completely eradicated.
You will need to use another computer to download and prepare the media, DBAN, Windows Vista Installation USB, Activation Backup and Recovery, OS Updates and Drivers. Note as you are performing the manual installation you might want to consider upgrading to Windows 7 or Windows 8 opposed to reinstalling Windows Vista. There are sections in the guide which instruct you how to clean install these Operating Systems for a 30 day trial (Windows 7) and the Consumer Preview of Windows 8.1. For system drivers for Windows 7 use the ones listed here for the Inspiron 530: http://philipyip.wordpress.com/unofficial-driver-sets/inspiron-desktops/

We understand how distressing a virus attack can be, especially when you have to lose important data in the process of re-installing windows. You can re-install Windows Vista by following the steps mentioned in the link below.
